Why is any form of a dog cull acceptable?
Would this be allowed in, say, Yorkton? If dog owners, all of a sudden, got negligent on keeping down the dog population, would there be a dog cull or would authorities simply have the pets taken away from the owner?
If you can't afford to have a dog....then don't have one.
